SHIELD's relationship to the government is murky at best. When SHIELD first appeared in Marvel Comics, it was a specifically an international group much like U.N.C.L.E., seeming to under the auspices of a multinational control group. Later comics would depict SHIELD as a specifically American agency and the two depictions go back and forth.

The MCU's version of SHIELD has likely the most confusing relationship to the US government; it is stated to be an 'extra-governmental' agency dedicated to protecting the United States, at least according to the MCU wiki. But it still answers to a 'World Security Council.' But it was created as a successor to a specifically American agency, the SSR....

I went with the idea that SHIELD is an American agency for this one.
