When riding bareback the best is with bare legs, because it's more comfortable and the contact to the horse is closer. We also use to ride in Bikini in summer and we have never problems with skin irritation. The fur of our horses is smooth.

Well, I'm not so well knowledge about horses but when you ride them you should wear something to protect your leg from horse's coat that is rough...
I saw your leg are naked and you are riding without saddle so I tough that it had irritate your skin...
