On arriving anywhere he would make himself know to the nearest person in authority, drawing as much attention as possible. This approach meant nobody would be surprised to see him anywhere, not questioning his presence in some very important and sensitive locations. People just assumed wherever he was, he was just looking for an audience and often they would avoid him, allowing him to carry out investigations alone.
