I like the design, prefer gender neutral as it's not telling and does go against the bit of sectoids being gender neutral at that stage of the series also. I would say utilize squad tactics sounds too much like what the Mutons do, and a lot of foes do try to out flank the player anyway. As for psionic resistant, I think that again is OP too much on a design that has your intention to utilize squad tactics and great mobility.
I can though see great promise though for this design if it was featured, from
co-ordinating seekers, sectoid commander bodyguard, to a unique light mec class, what lacks for power and durability is made up with great speed, agility and hack ability on your Mecs.
