WELP, these look like straight up humans! However...there is a reason for that. Made this one, cuz I found this one especially handy at tying several ideas into one line.------------------------------
Nordive-NATIVE
The Peaceable Pokemon

Region: The Artificial Bubble (Pokemon In Space)
POKEDEX:
1) These Pokémon originated from a dark and watery planet. They often come into contact with people out of curiosity.
2) Having evolved from aquatic parasites, a Nordive will occasionally inhabit a human body, in exchange for a big boost in intelligence.

POKEDEX:
1) With a sample of human DNA collected, they will proceed to conjure a humanoid body to befriend and integrate with humans.
2) Their machine like exo-bodies can only function if it's internal components are submerged in water. It also carries a water cannon weapon.

FUN FACT: In-game, giving your DNA to the Nordive via an item called the "DNA Drive", it'll change it's appearance to have your same gender, skin color, hair, etc. Albeit always wearing the same diver suit.

XD I love it! They may be human-like, but the justification works and they seem like the type of aliens that have the appearance down pat, but would probably act super awkward and smile CONSTANTLY to a creepy extent. The kind of humans that definitely don't seem human despite looking just like one of us. And the "mask" being their pokemon-like eyes is a good addition to make them seem more like actual pokemon. The whole thing is an uncanny valley sort of deal, but not dangerous and only slightly creepy. It would be more uncomfortable than disturbing to actually meet and speak to them I'd imagine. Which is good.
Oh, what if they speak in a way that sounds like the Inklings from Splatoon(with the slight gurgling behind their voice I mean)? XD

I'm kind of reminded of that one RWBY Chibi Skit, when Penny tries playing dodgeball with the others. And she's like "That is correct! I am a normal meat person, just like you! 
Which goes an even longer way when they actively try to look exactly like you! XD
Not to mention, the gurgling? PERFECT for these guys. Cuz I imagine that the rest of the suit is filled with water.
