Credit to: Sega and Archie- CastAmy wearing Sally's classic clothing design while Sally wear's Amy's classic clothing design. Strange with their Modern forms are wearing their classic costumes and swapped but it can work out. XD
And Amy's body kinda like a pallete swap of Sally. So it can work both ways.
At least in my interpretation and some others.

actually if you look at Sally's color scheme from the first 5 comic issues Sally has the same color scheme as Amy does (pink fur with a peach chest) with the exception of having black hair. of course originally Sally only wore boots.

Well, technically not really. Sally had the design in SATAM and she had fur like Sonic.
Sonic still has only gloves and shoes to this day. XD
