This is a really sad/cool concept... Even if she was capable of dreaming, she would never have time for it. I wonder if anyone would ever give her a break so she could enjoy a night to herself, letting her subconscious run free? That would be a pretty cool episode, one of the ones about Twilight growing into her role as princess. She could take Luna's duties for one night.

That's the point. Luna can see everyone dreaming, but they usually don't notice her, or soon forget about her when they wake up. After all she can't have her own peaceful garden. Moreover, she is all alone in her dream even if she can dream. Who will stop her endless nightmare? No pony will. Her garden, even if it exists, is not connected to the 'emergency exit' everyone else have.
Of course it could be connected to Celestia's realm now, but before the return of NMM, the things must have been different. She was alone, unguarded, kept unaware by almost everypony, and forced to see ponies' happy lives on the other side of the glass every night. When she wakes up, there's nothing. Nothing but gray sands.
