Simple logic ... besides which, that's the way the program was built and it's no different from other more expensive animation programs in this aspect.
Although MMD is a computer program, the animation techniques are a lot older, centuries older to be exact. All Vocaloids are in the final analysis are modern day puppets. The same techniques used to move a vehicle on a puppet stage is used to move a vehicle in MMD - that is you move the scenery.
In some of the scenes it may have been the vehicle that moved rather than the scenery, but these were only for short distances. How do I know this? It's simply the way the camera works in MMD.
If you look at the car models themselves. They are made to be animated in a single spot, and not designed for moving over (real) distances.

i know but you can manipulate the camera and experimenting with it but who wants to that xD but still if you manipulate like in the movie i showed you it can be epic but i can follow you in that example you showed me its more easy but then you can do things like a street race in a world like i want to but i think maybe you could idk maybe set the models together so you move one of them and then you move both of them if the program can do that plz tell me how

It really doesn't matter whether you're doing one vehicle or two or a race or whatever. The basic principle remains the same. You move the scenery, or you move the camera or you move both. But essentially, for all intents and purposes, neither the vehicle nor the vocaloid passenger moves in 3D space.
This may not be applicable in all instances. Sometimes you do move the vehicle itself - and you do this when it makes sense to do so - bearing in mind the real constraits imposed by the 'game' camera.
Making vehicle animation isn't hard, but then again its not something I would recommend for a beginner simply because if you want to do this successfully, you need to have:
1/. A good understanding of how animation works
2/. A good understanding of how the camera works
3/. A good understanding of how vehicle physics work so that this can be accurately represented
4/. At a minimum you should also know how to drive or operate the kind of vehicle you are animating - or at least know how the real thing moves.
Can I give further instructions - no - simply because I don't want to end up writing a book. Best thing to do is just do it, and trust me, you'll get what I'm trying to say here. The tutorial I referred to give you the very basic stepping stone on how to do this in MMD - I suggest you try it - use a car instead of the AGV scooter, as I said the principle applies to any vehicle.
