I draw all of this by using paint tool sai

Which glowing? I don't really use much effect, I usually use Overlay mode with the base color and then shadow/light with normal layer...maybe it's because of the base color's tone that makes the later color seem bright?

hmmm, i think so! I tried it out, when using overlay layer over the base color layer, it brightens a little
