I believe it's a reference to a joke Zun makes in one of the instruction manuals. One of the example images used to explain how the game worked featured a screen shot of the player fighting Cirno with numbers labeling everything in the image. Cirno was Numbered 9 and Labeled Idiot, so the number nine, often in a circle, and sometimes called Nine Ball, came to be associated with Cirno.
