Has a strong thin tail with a luminescent bulb on the end. Her tail bulb can produce a light that stuns people as well as it acting a 5th limb. The closer someone is and the more direct they are to facing the stun, the longer it lasts. It constantly grows, so every month or so she has to cut it off, it takes about 3 days for the bulb to grow back.

Red-light District Hero; Neon Flash

Technically she is a Vigilante, but considering she keeps people in the Red Light District safe during the night, some...Compromises have been made as long as she hands over any information for the Heroes Association or the Police.

(I've reworked Hanako 3 times already. She used to be older, like a lot older. She also was more succubus like, but I felt like she had too much of an Multi-Quirk feel to her. So I drew inspiration from an Angler Fish. And just scrapped the rest for another OC)
