Papyrus is plagued by weird dreams and hallucinations so he doesn't exactly sleep much if at ALL. Hence the bags under his eyes. A big reason to his smoking addiction, it helps calm down. As time passes the weird dreams and hallucinations get worse, his smokes unable to calm him any longer.
When he isn't with his brother he is off talking to a very "puny" door deep in the forest to help take his mind off things.
