Familiar with the Fallout Equestria universe? She's a character from a story that takes place there.
In the Fallout games, there's something called a Tesla Cannon, pretty much a energy based rocket launcher. It's named after Nikola Tesla.
This Tesla (oh god, the title is spelled wrong), however, is a pony that specializes in energy weapons and science equipment, so in general, anything that beeps, buzzes, or zaps, she's good at.
