pretty much of there is a design you like and you have the money to pay for it. Then you pay the money then you now gain the full rights to the character to do with what ever you wish as well as that artwork. ^^ So if you wanna use them as an oc for a story, Design mascot, just for fun its yours

you use some form of payment (for example, this set has a set price per character and you may only use paypal) in order to basically gain the rights to a pre-made character design that you could use as you wish : D
