Yeah. It's a dragon that fills the same ecological niche that a hummingbird would occupy in our world. It probably has a long tongue or something for drinking nectar from the flowers, just like a hummingbird.

Most of your smaller dragons don't have breath weapons, no. The ones occupying real-world bird roles usually don't, or, if they do, it's not very powerful.

I imagine that if any of the smaller ones did have fire breath they'd just be like a lighter or something xD A tiny little flame that just pops out their beak/muzzle.
