I’m convinced that his mother was an escapee from one of Dabney Donovan’s horrible labs, (STAR Labs most infamous rouge scientist). Making random animals sentient, just because he could, was a typical Tuesday for that lunatic. Superman has subsequently liberated those horribly abused DNAliens on several occasions.
Since the rings only go to minimally sapient creatures, and normal house cats don’t qualify, something made Dex special from his beginning. His later murdered owner may have even stumbled into an experimental prank by Donovan, giving away sapient kittens to see what would happen.

Dex’s mother was a laboratory cat, or so is my opinion. I think Doctor D. Donovan, a rouge ex-STAR Labs/CADMUS Project employee and bat shit crazy Mad Scientist, made her sentient, as he did for thousands of animals and human-animal hybrid clones, many of which later escaped with the help of Superman, Gaurdian and a group of journalist activists classically known as The Newsboy Legion.
Most sentient earth animals that pop up from time to time can be traced back to Donovan’s laboratories, at least before Flashpoint. Maybe that’s been retconned away, I don’t know.
