Japan did had a limited export market, China and Thailand but their big shipyards were full, especially after 1930 modernising their 10 capital ships

Very good drawing.
But, having just read "The World's Worst Warships", you have exposed how dated IJN thinking was if they were still designing new casemate ships in 1928.

While casemates indeed are old technology, there are two serious advanteges to them:
Do not require deck space which is quite limited on a narrower hull
Weights much less then a gun turret which is important if you have strict weight limitations but still want to install adequate firepower!

Keep in mind in this design, Hiraga use casemate gun to save weight and offer some little space as possible, even though they have disadvantages like limited firing arc, range and relied on manpower (which is questionable for these 14cm to design as DP guns with over 70 degrees!, i wonder if they to lower the guns down to reload since the lack power assisting rammer and proper hoist hampering their effectiveness), i believe Hiraga understand those issue but only for weight efficient, on larger design they have full deck and secondaries are mounting on turret gun-house.
