The hair is actually headhacked onto the model itself.

If you google around for the Curly Brace Femscout model, you'll probably find it. It isn't hexed and is linked to the regular Femscout, so it does replace the default Femscout model until hexed.

You'll need two programs: one called VTFEdit, and the other a decent image-editing program such as Photoshop or GIMP. If you've ever downloaded reskins, the concept is basically that you're taking an edited texture and replacing an older texture with your edited texture since they both have the same name.
Open whatever texture you want to edit in VTFEdit using the Open command (e.g. if I want to change BLU Scout's outfit, I would open scout_blue.vtf). Export it in VTFEdit as an image file (e.g. Export as scout_blue.tga). Then, open that image file in your image-editing program and tweak it as desired with the tools at your disposal. Save it as whatever (as long as it's a .png, .jpg, or .tga file), before going back to VTFEdit. Import (not Open) your edited image file into VTFEdit. Press Okay when all that crap pops up in a window and your edited image should be loaded into VTFEdit. Now, you can save over the original scout_blue.vtf file in your model folder by going to Save As and saving your imported image as a .vtf with the original filename of your texture (e.g. Save Image as scout_blue.vtf).
If everything worked out as it should, your model should have your custom texture! As a rule of thumb, always make backup copies of your original textures just in case you need to go back (e.g. rename scout_blue.vtf to scout_blue2.vtf). If not, VTFEdit will ask if you want to replace the original texture file since they have the same filename.
