I've seen two bobs in Reach.
One in the first mission with a Concussion Rifle.
And one inside the ONI: Sword Base building, only it isn't gold, it's white and black with the Elite player's Field Marshall outfit dual welding Plasma Rifles.
Bob is the most powerful Elite compared to the Generals.
