Actually she would be able to go swimming still. Because Charmander is the only confirmed case of a Fire type that would die instantly in water.

this is cute! X3 depending on the fire type Pokemon, some like Magmar may just turn hard rock, Charmander, well, it will just die due to its tail, and Vulpix, she'll survive fine. any Pokemon that shows no signs of flames like Litten, Vulpix, Torchic; basically any mammal pokemon like dogs, foxes or whatever that's consider a mammal, will survive in the water, sure they'll get wet, but not be physically harmed. so Vulpix my child here(sorry, i do deeply love Vulpix), will more be just wet like normal mammals. yes i know her tail can be very hot, but it may just cause steam while Magmar for example just becomes a rock and Magcargo, it may just melt through considering its Pokedex saying it's hotter than the sun, IDK how THAT works, but i'm glad Magcargo is not real! so in final, Vulpix may just cause steam and not be injured in any way, it's her tail that may be roughed up since it'll be dry from the water as that's where the heat comes from. IDK, i'm not a animal expert but love Vulpix no matter what. hope this helps i guess, sorry if this sounds boring fro a simple image, guess i just love Vulpix by heart.Β
( I know Vulpix can breath fire as well, but in this case, since it's mind as well be her glands that produce fire or however the hell science works. if i need an example of this silliness, Bowser (from the franchess you have to know by now as of late) can breath fire, but i recall he drank water somewhere in the (not mentioning, you know. XD)games but yet still breathes fire fine. so i'm guessing Vulpix has the same glands to produce fire separated from most organs. god i hate since mixed in Pokemon i'm sorry if bored people to death! XD)

I always assumed that if Fire type Pokemon tried to swim, they would be rendered immobilized and sink to the bottom, similar to Devil Fruit users from One Piece.
