This is a really nice painting! I like the sharp look it has, as well as the clean shapes of the Milotic. I think the clouds look really good as well. It was a good decision to give them this hard but fuzzy edge. A lot of people tend to blur their clouds too much, so I really like the way you painted them.

I'll assume you were going for that flat look, so I won't tell you to paint more shadows, but one thing I think you still have to do is separate your shapes more clearly. At the moment the head kind of disappears into the background while the white on the waterfall looks a bit like it's part of the clouds (At first I thought those their two pillars of rock with the sky between them). While painting it's best to check for these things, by viewing your image in black and white (in values) as well as squinting at the painting. The viewer should be able to instantly recognize all major elements of a painting even when just looking at the thumbnail.
One part where you already did this quite well is the eye. It has the most contrast, so it immediately pulls your attention.

You should look out for "art tangents" (Well, some people call it like that. You can check out this video if you want to know more: www.youtube.com/watch?v=RJIWll… ). The lines of the pattern on the tail almost flow into each other where the tail crosses over itself. This makes it a bit harder to understand which part is in front and is just confusing to look at.
Another example for a tangent would be the corner of the large, red fin meeting up right on the waterline, exactly where the edge of the body is, which is close to where the edge between waterfall and rock would be...
It makes it hard to tell which shapes are in front and is just a little weird overall.

As for the water, I would recommend showing a bit more of the surface (from above or below). I also I wouldn't use horizontal brush strokes for something underwater, because the texture should be dominated by vertical light shafts coming from the surface (look at some reference images if you don't know what I mean). The water line usually has a darker color. Personally, I would also emphasize the gradient from dark at the bottom to light at the top.
The bubbles look quite good, I think you could have the varied the shapes and sizes a bit more. When adding repeating small objects like this it's always a good opportunity to give the image more depth, by having smaller ones in the distance, some that are out of focus up close and some objects that are overlapping or are overlapped by other objects in the scene.
Because the brain understands that all of these objects are similar it will serve as a reference for scale and depth for everything else in the image. In this case that might have looked a bit off because the rest of your picture is relatively flat, but just take it as a tip for painting backgrounds in general.

All in all, you already did quite a good job with the environment. I can clearly see the effort you put into all of it and I think the result looks pretty nice. I hope my suggestions can give you some ideas on how to improve even further.
