Description Oh no; Burns bab is sad
The idea behind this drawing is that Smithers somehow loses his memory (car accident maybe?) and can't remember a very large majority of things, including Monty.
The doctor says that it is unpredictable when Waylon will regain his memory, or if he will at all.
Burns thinks he can handle working with Smithers normally until he recovers, but it doesn't take long for Monty to desperately miss the Smithers he knows.
In this drawing, Burns has reached his breaking point, and is just begging for Smithers to remember everything; to remember him fully.

And then, somehow, Burns is possessed to kiss him, understanding on some level that it's what the Smithers he knows and (much as he'd hate to admit) loves would want. Smithers doesn't remember him right away, but it triggers some small memory (perhaps a brief feeling that the world is about to end?) and he finds himself enjoying the kiss. "I don't remember much... But I do remember that." He starts to ask why it seems so familiar, asks if he and Burns had ever been lovers, and other questions that make Burns uncomfortable. Burns gives some perfunctory denials, but he is nervous and so Smithers can't tell whether he's telling the truth or trying to hide something - or both.

Burns tries to tell himself that he only wants Smithers back so he'll be fully capable of performing his duties and not have to field such awkward questions, but ultimately he is so accustomed to being Smithers' whole world and doesn't like having to contend with his loneliness, alone. Smithers is reaching out to reconnect with him, but as with all other human contact, although he desires it, he recoils from it. He tries avoiding Smithers. Meanwhile, Smithers searches for more understanding, pondering that he has his boss' large portrait in his room, his screensaver, etc. He believes that they had been lovers, but that since the accident, Mr. Burns has cast him aside as being unlovable, too changed.

He finally confronts Burns about all this, saying he doesn't remember much about Burns, but that he doesn't know what he saw in him if he would dump his partner because of an accident. Burns still doesn't get that Smithers thinks they were romantically involved. Finally, after he says something definitive, Burn realizes and is about to correct him, but he realizes that Smithers would think that he was simply pretending in order to further cut romantic ties. Instead, he lies. "Yes, we were lovers. I dumped you because of your health problems. Aren't I vile?"

“No, sir. Because I can tell you're lying.” “What do you know?” “I know you're afraid.” “Pish posh. What on Earth have I to be afraid of?” “Love, for one thing.” “That's ludicrous. Why should I fear love?” “Because loving someone makes you vulnerable. Loving someone means sometimes giving up what you thought you wanted. It means sometimes having to say you're sorry. Sometimes having to tell the truth.” “The truth is... Waylon, we were never lovers. And I'm sorry for shutting you out these last few weeks. I couldn't let myself admit how much I missed you, and each moment you spent beside me unaware of our shared history filled me with unbearable longing for the Smithers you were. I thought I would be content to have you merely serve as my trusted employee, but your superlative performance notwithstanding, that has proven woefully insufficient.” Smithers finally gives him the affectionate look he's been craving. “And there's another thing I couldn't admit to myself.” “What's that?” “You make me vulnerable, Waylon.” He hugs Smithers and kisses the back of his neck. Smithers turns his head to face him, and they kiss each others' lips. “I may not remember everything about the past, but I know you'll be in my future if you just let me be in your present.” “Deal.” They kiss again.
