Description
In my Photo 2 (film photography) class, I used the technique of selective development to pull of this effect...by hand.

With a brush, I sporadically applied developer to the photo on the left. I dipped the bottom of a Converse shoe into the developer and made the treads on the right. The shoe prints appeared because I also exposed the right side with very bright light.

I "wasted" about 6 pieces of photo paper trying to get the correct result I wanted--several hours of my life, too.
