They have good firepower that may be dangerous for against enemies, so having nearby cover more than one shows up is very helpful. Elites are far more resistant, thanks to their helmet, body-armor and other loadouts/military-gear. when enemies willingly method themselves to engage against Elites, then, as shooting them in the chest will waste much bullets than a double or triple shot to the head because of their helmets.
