Yes they can. Β Unless America was completely occupied and with their military failing, as in the case of Germany in 1945, then yes the losing side in a conflict can negotiate for more favourable terms. Β It's actually incredibly common throughout history, though I suppose Americans only belief in absolutes when it comes to conflict.

But let's assume that Germany was negotiating from the position of strength and could boss the Americans around. Β Splitting Greenland? Β Not even an East-West split but a fucking North-South one that leaves Germany with some of the worst land on the planet and the Americans with a clear shot at Iceland and the British Isles. Β Ya know what that is? Β That's fucking smart!
