How can I move it

You can register the effect to a model or the ground. There should be a drop-down menu, listing the ground and the models currently present on the stage (where you're working). If you're usingΒ a model, simply choose the model from the first drom-down menu and scroll through the second drop down menu enlisting all of the model's bones, and register it to one by clicking "register".
If you're registering it to a certain location on the ground, select "ground" from the first drop-down menu and manipulate the effect using XYZ rXrYrZ. X moves the effect sideways, along the red line. Y moves the effect up, along the green line. Z moves the effect forwards, along the blue line. r(XYZ) rotates the effect, depending on whether it rotates X, Y, or Z. You'll have to play around with this one. Hit register when you are done.
I hope this helped, and I apologize for the late reply. I have moved to a new account and needed to check on some things over here, so I was lucky to catch your comment.

use the x / y / z (example: x: 10:000 y: 5.0000 z: 10:0000) or use a dummy bone or any object model file (uncheck display and shadow then reigster Β it, then attach the effect to the object)

You don't get me, please re-read and understand my first reply. Don't also Β forget to go to YouTube to watch tutorials about dummy bone.
