Well technically they're clones of the original Starscream. In a way, I guess they are brothers, but considering we have little idea how Cybertronian technology works, they're DNA could be so different they can't be be considered brothers.
Plus, these are fictional characters, robots from outer space no less. Human morality doesn't apply here.
I can see why other mechs would want them though, they're adorable!

and yes i know that they are robots from another GALAXY but......... they are learning to fit in with human life so....
morality might apply to them.....
and i know that we have no idea how Cybertronian tech works......
