This took me way longer than anticipated. I figured a fluid simulation would work best for the water, but somehow the result was always bad and it didn't look like a good option at all considering how long it takes to fill the "tank" so high and the amount of frames required to reach their waist. I ended up creating a simple plane and adding an ocean modifier to it, apparently it was the best solution for this since I didn't need an underwater scene.The anime style in 3D is still very challenging for me too. The freestyle option breaks the lines all the time and I have to fill the holes manually, some details are also weird/left out and thus some more fixing is required. Freestyle also hardly works with alpha textures, reason why I have to paint the lines manually over the hair. I definitely need more practice with this to make it faster (or find a different method), but overall I like how this turned out.
With that said, these two are Zen and the MC from Cheritz's game Mystic Messenger. Zen's hair was my very first mesh from scratch done using the Hair Tools in Blender, so ofc it's far from being perfect and I may redo it at some point once I manage to be more precise and speed up the work. Since he's not the only MysMe character in my list of models I definitely have plenty of tests ahead.

I'm happy it seemed like a drawing, because I really wanted it to look like a painted CG!! The water ofc is hard to make fake, yet again nowadays even anime have computer generated effects. And in the end I kinda like the water this way, but I will try to see what else I can do to make it look more cartoon-ish in the future.
Yeah, the postprocessing was probably the hardest part. When you have this kind characters you need to be sure everything looks as you wanted since it's way different than standard 3D realistic characters @_@
