Description
In the universe I'm creating, dragons are shapeshifters who can, to a limited extent, mimic other species' form. The primary limitations are that they can 'grow' no additional nervous structures and the new shape cannot have greater mass than the dragon's innate form - while a shapeshifting drake can store some of its' own mass in some kind of energy-information matrix one can't take what is not there in the first place.

The form of certain invasive mammal species that at some point entered dragons' world - human - was almost fully compliant with those limitations. However, even as dragons are capable of molding their bodies to almost perfectly fit human form, in most cases they choose not to. In some regards due to some changes (like changing their eyes to human or getting rid of tail) being unilaterally disadvantageous and others (like 'growing' millions of tiny hair) take far too much effort to be feasible.
