Well some were old OC's, other's came up after watching a movie, playing a game, or just randomly. Their conception is rather chaotic really, sometimes I start with a solid base (back-story, personality, etc) and others I happen to come up with a cool outfit and develop the character from there

but if your evil, you are not neutral,
even if by being neutral, you are evil.
the fact that you are evil, makes you pick a side,
therefore you cannot be "neutral evil"
i guess you could be "indifferent" in a sinister capacity.
