Beautiful photo, and interesting concept!
I was reading the description, though, and this bothered me; "genetical deviant". (The period is supposed to be outside of the quotations, trust me.) I, being a grammar Nazi, must point out that the ic suffix makes a word an adjective, as does the al suffix, so it suffices to say that you only need one. After all, genetical is not a word (whereas genetic is).

Like *mjranum-stock said "Bad ass" the lighting is great and just how you brightened and enriched th colors How did you get your colors so vivid? really i would like to know

for the colors (using photoshop) , i first used the automatic levels, contrast and color for all the layers (background and people), then tweaked a little bit the midtones for the officers.
Above this, i used a color blending layer(settings: monochrome, R+100%,G+94%,B -100% mode:normal, opacity 46%)
Then a color balance layer (shadows: 0/0/+10, midtones: -9/0/0, highlights: +11/-4-1, mode: normal opacity 100%)
Then i used and abstract light picture from stock.XCHNG (black background with blue light trails), blured it with a big radius gaussian blur, set the mode to overlay and opacity to 80%. i then used the dodge tool on midtones and shadows to clear up some areas.
Last step, a hue /saturation layer (setttings: global / hue -17, normal mode, 100% opacity) cause i wanted the picture to be a bit colder...
et voila!
