So, here's what we got:
Cuphead and his pal Mugman: The Mario Bros. (I'm admittedly a Super Mario geek, so they seemed to be the best candidates)
Elder Kettle, Legendary Chalice, and Sally Stageplay: N/A (I couldn't think of anything; comment below to give me ideas for an updated version)
Cagney Carnation: Fawful (it was originally gonna be Flowey, but that seemed too cliché)
Goopy le Grande: Creeper (Luigi's Mansion: Dark Moon)(because goop)
Hilda Berg: Pearl (because let's face it; they're basically twin sisters)
Ribby & Croaks: Wario and Waluigi (because rivalry quota)
The Root Pack: Ed, Edd, n' Eddy (because from other versions I've seen, it seems to fit)
Baroness von Bon Bon: Princess Bubblegum (because royal candy peoples)
Beppi the Clown: Lemmy Koopa (he's my favorite koopaling, and he's into circus-related stuff! I mean, how could I not?)
Djimmi the Great: Norm (FOP)(same reason as for The Root Pack)
Grim Matchstick: Charizard (because fire-breathing dragons)
Wally Warbles: Red (or just Angry Birds in general)(in all honesty, I was running out of ideas, and this was the first thing that came to mind)
Cpt. Brineybeard: Mr. Krabs (I'm also a certified SpongeBob nerd, and he seemed to fit properly)
Dr. Kahl: Ludwig Koopa (could've been Iggy, but the hair was the dead ringer)
Blind Specter: Merasmus (because "wizard ghost maggots")
T-Bone: The Conductor (A Hat In Time)(seriously, he's a pecking conductor!! Could I be any more vague than that!?)
Blaze Brothers: Lampent (even though there's one shown, there'd definitely be two. Originally, I was considering Zweilous, but I guess he doesn't really count since he's just a conjoined beast)
Head of the Train: Thomas the Tank Engine (because glorious memery)
Rumor Honeybottoms: Maleficent (because her characteristics and magic match Rumor's sophisticatedly and perfectly)
Werner Werman: Medic (TF2)(because German madmen)
King Dice: Spy (TF2)(his voice fits, and he's a cunning criminal mastermind; seemed legit for Dice)
The Devil: Bendy (...really?)
