"Zaatar of Ice Empire! You admit to breaking the Empire Code, you admit to slaughtering a child under six months old. A child is no warrior. I think even a Hunter knows that." She huffed with the idea, but she needed Zaatar to know just how horrible his crime was. "You dishonor Surf by beheading him, you dishonor his family by parading his skull around!" She jerked her nose pointedly at the distasteful armor centerpiece.

His desperate crying was grating on her nerves. Loyal or not, Ice Empire would not stand for this-- she would not stand for this. "I now pass my judgement..."

"EXILE!"

As a cacophony arose once again in the gathering, Shabeel continued to lay out the terms of Zaatar's exile. "Zaatar is no longer allowed on Ice Empire's territory nor that of any other Empire. If he is seen, he is to be killed on sight."

"Leave now, Zaatar, and never return."
