Yep.
Though, some part of me wants to tell you that the attack is likely a kind of plasma, rather than a laser, since a laser of that size wouldn't have any recoil or the stopping power to stop anything.
Funfact: Plasma is mostly controlled through strong magnets, so in theory, Penny would need those in her swords and legs to pull off any of the stuff we see her pull off.
At this point I'm convinced she has a fusion reactor in her chest that uses gravity-dust to create the gravitational forces present in the sun's center.
