Firstly, i was joking. Secondly, yes, she hasn't been confirmed as being mute. My own theory is that "the Neo we see" is an illusion that the real Neo is constantly projecting while she hides in plain sight. The reason she doesn't speak is because her illusions are only visual and if she talked she would give away her real position.
