It's a fan-art It's not official, quotes from right below that drawing: "Personal art of Mass Effect" and "This is the fan and"skills-showing" portfolio art" and that guy did him wrong.
Trust me, if he didn't have any medical treatment between ME2 and ME3, his fingers are still jointed.
I consider myself as his biggest fangirl ever, but sometimes I forget about those little fingers too
