This is Splash Woman in the MegaMan Ruby-Spears cartoon style.Cartoon Profile:
Splash Woman was a mysterious mermaid robot who lives in the ocean. Also called herself "Splash" for short. She's kind and gentle and she also saved MegaMan from drowning. MegaMan was thinking that Splash Woman was too beautiful and started to fall in love with her. Splash Woman made her appearance in MegaMan Advanced episode, "Splash Woman of the Sea". At the end of the episode, Splash Woman kisses MegaMan on his lips and went back into the ocean to protect people from drowning.
