Thanks! It was sunset with some high winds through the clouds. They are more pronounced in this photo than they actually were though.

The "effect" is called HDR, or High Dynamic Range, but it's more than just an effect. It's a photography technique. HDR is a process that begins with conceptualizing a scene in your head, taking multiple differing exposures of the same frame, then piecing them all together using software.
