You may missed her because she disapear when you got the red coat, she not mentioned by anyone (we know her name only by steam cards). She is in the same place as the Vision boss and Elsenova repaired. She don't speak but helps you to go in an another room, which is important if you want to have 100% weapons and 100% items archievments.
