Download Gimp!
I do the pictures in MS paint and then make them move with Gimp. -Gimp is a free software -you can just download it! And Ms paint is automatically installed on most computers

You CAN do it all in gimp but I find using ms paint soooo much easier (I'm not totally comfortable with gimp yet)
