This is a wonderful song and i was motivated by it.
I drew a sketch of the original picture and added some hands, then i scanned it(the scanner has been saved!!) then i tried out cell shading and filters on PS.
First time doing it but i'm quite proud of it.
I do not own Vocaloid

but i could tell you that there were some cell shading, effects tutorials
by other people, and i tried it out :3

The first and third are the most useful.
Personally I can't stand using fill bucket, I do all my art by using a air brush and just keep going over and hoping for the best D:
