I was impressed by this when I saw it on Caffeine forge.
I am curious too on how you did the water. Is it water effects or something else?
Who knows, maybe I will submit something for the Mini-a-week challenge one of these days when I have time in between projects.

I considered using the woodland scenic's water effects (I had the box pulled out and was reading the instructions and everything) when I realized I had a bottle of Dimensional Magic by Mod Podge. (Which is not what I posted on Caffeine Forge because I was slappy tired. I am considering a tutorial/guest post on water effects in the near future.) The spout of water is just fishing line glued in place and coated with clear varnish. Once it was dry, I clear-coated the entire thing with a spray matte finish, and then went back over the water with the Citadel technical paint; 'ardcoat.

Fishing line and clear-coat acrylic. (Dimensional Magic by Mod Podge, actually)

The flowing water is simulated by using clear fishing line, coated with varnish.
