LOL, want to know how I did this?
There's a brush that comes with photoshop, its a little 'grass' brush.
I used that on a couple different layers with variation on.
Who woulda thunkit?

I painted those in on a seperate layer (of course) then spent about half an hour turning the layer on and off trying to decide if I should keep them...they made him look alot more handsome and alot less gruff...and I wasn't quite sure if I wanted that, lol.
