This happens to be the bad ending in case you haven't noticed...To Get this ending you'd have to have done the bare minimum at least, which means No Side Quests, No Optional Dungeons, and only got the Heart Containers that the Bosses have dropped or less, and/or did the wrong thing at the end of the Beach Side Quest

Ending C Synopsis: Link heads to the Triforce and is greeted by the Golden Goddesses, They Speak of Link's Bravery to overcome the impossible and praise him for stopping Ganon's Plans to reshape the world in his evil image, and for that they measure Link's ability to become a true hero....The Triforce pieces form and 2 Triforce Pieces vanish. The Goddesses Chastise you for not being good enough to truly measure up to his heroic stature, Link Pleads out to the Goddesses if his wish can be truly fufilled...They say that it can not at all, Zelda and the Maidens will remain dead, but there is a way to save the soldiers in the war if you wish to change your wish...Link agrees to it because it's what Zelda would've done, even though he will never see her again....He enters the door the Goddesses make for him, and he enters with that he becomes enveloped with the powers of the Triforce giving him The Powers of the Goddess Hylia...There he emerged and defeated all the Soildiers and Bokoblins and the end of the war was thus! Here he tried to recover the life of Zelda at least, but nothing worked...There, a saddened and broken Link, flew off into the sunset

Golden Goddess Din: "You have Saved The Golden Lands from Tyranny and Foiled Ganon's Plans, But in your efforts you were not strong enough to complete your wish! Your Beloved Zelda remains dead and buried as well as The Seven Maidens...Though the Lands were saved, you asked yourself about the price of victory! Zelda is Dead, The Maidens are Dead, Hyrule fell into a dark depression that never recovered, and none of the other races have their homelands recovered...And the Powers of Hylia will only last a few years, and in that time, You Will Be Dead!"
