Completed last night for me by the talentedA lovely evening scene with Celestia and Luna with.....Nightmare Moon? And they are at peace? Is this a scene from the future? Is it a dream? Who can say?
And if you ask me, it looks like Luna just woke up from a nap. Hence the bedhead.

She's not a true member of the royal family. She may carry the title, but she lacks all the other attributes that makes Luna and Celestia the true rulers of Equestria.
Besides, this picture was completed long before Season 3.

Looks like the grown-up Nyx to me. You can't see her cutie mark, which is the only way to really distinguish her from Nightmare Moon anyhow. Nyx never liked the armor (it's uncomfortable!) and she is not evil (anymore). So the picture sort of makes sense.
On the other hoof, it's hard to imagine Nyx would come to be treated like royalty and be given princessly regalia. Nyx and Celestia have both done each other wrong in the past and are sure to still be wary of one another -- and Nyx probably creeps the hay out of Luna. But life is long for alicorns, and who knows what could happen in the fullness of time?
There might even be a story in it.

You forgot Princess Cadence. a voice actor put out a tweet on th 15th saying they had finished voicing two new characters, one of them being Cadence.

Hmm... Very interesting. But as she has no mention in the history of Celestia and Luna's reign and took no part in defeating Discord, I doubt she has much power in ruling Equestria. Probably very young. This picture was meant to show only the true high rulers of the land.

You never know, my own theories are such:
#1 her proportions are similar to Luna, so she's younger than Celestia
#2 Prince Blueblood claimed to be Celestias nephew, with Luna being sealed at the time, that leaves Cadence as the mother, Blueblood also has Shining Armors coat color while having one of the colors from Cadences mane.
#3 The voice actor hinted that this would be in a season finale
#4 Cadence is wearing a veil, and the ad she's shown in says "You are invited... Princess Cadence... Shining Armor" So we can safely assume the plot of whatever she appears in will involve a wedding.
Beyond these, anything else is just assumption.
