Personally I think Blender is just a tool, which you use to "sketch and draw" pictures created by imagination. It could be easily done in 3dsmax or Maya or whatever =]

It reminds me of an Eva from Neon Genesis Evangelion combined with those statues that move with the wind featured in a Volkswagon commercial.
