Once you have Widgetlocker installed and working. Take the Line.wltheme.zip file and more it to your sdcard/data/com.teslacoilsw.wedgetlocker/themes folder. Once there all you have to do it click on the Widget locker icon in your App Drawer. This will take you to your lock screen. Long Press on the screen select Custom Slider and then select Theme Line (iphone).

The icons are just .png files. At that time I was ADW Launcher and basically once I had unzipped the icons and moved them to my sdcard. I Long Pressed on the Icon I wanted to change selected "Edit" and used the "Gallery" to select it. You should be able to change icons with any launcher.

The wallpaper is on span. The reason why it's darker is a setting in Widgetlocker.
