The FIRST thing you do is outline your drawing and erase your background and save it as a png file
if its complicated I could make a tutorial if you want

I use the magic wand eerrr fuzzy select tool in Tools

in gimp you click filters (top of page), then go to Artistic, and finally click Clothify and set the setting to your likings
