Thanks a lot for pointing out at black&white part of the gif, I do really love this one. Well, you're quite right about the coloured one being a night time city scape.
It is a fan art for my girlfriend's fanfiction based on Oxxxymiron's music album, so it's quite individual association, but you can also relate it to the album itself. The music album "Gorgorod" is in Russian, still I think you can find a translation if you are interested in it.
As for the plot, it is a story of a writer, Mark, in his thirties, who's depressed and thinks his life dull and monotonous, one having been a revolutionary writer, now one of the semi-bohemians, a popular writer. The story goes from his point of view, mostly, other characters having their own song-parts seen by Mark. The gif represents the view on polis Gorgorod with the tyrant Mayor in charge of city life, when 'The sky and the lights above the head look like neon' (as to describe it somehow). The Gorgorod of the rich is marvellous and full of entertainments, the Gorogorod of the poor is survival, the Gorgorod of the middle-class is in-between. Mark is one of the upper-middle-class, I suppose. He looks out of the window and sees the lights so bright that they hurt his eyes, but he knows there are dark streets in the city where one may be murdered and left lying there just for a couple of coins. He's grown up in those districts where the poor peopole live. He sees the city from the inside, still his view is a kind of outside too — he was absent from Gorgorod for some time, and now he's back there.
So, the images are related with that craziness Mark sees in the contrasts of his city. I tried to show how under the bright cover-for-everybody you can find the problems and the underground life.

Being something of an avid(if lapsed) fan of the cyberpunk genre, and having no bloody clue about the album this is based on--a shortcoming I have to rectify. Maybe today, my schedule's clear, it seems--I have to say that this is a pretty good, heavy-in-the-atmosphere image.
What might put some off is the flat out run of the initial screen, which is actually in keeping with the cyberpunk genre that features a hard, fast, polychromed life before a kind of recovery afterlife. From there, it seems in at least Gibson stories, there's an eventual rise above it all, and you can see from the top down, almost as though scoping out where one's gonna wind up, and in this case it looks like a subway tunnel.
In short, born of the street, raised to greatness, and ending in obscurity, just the way that Ol' Bill envisioned, and the way that Philip K. Dick predicted.

This is very cool and I like the way it changes. At first when I clicked on it and saw it flickering bright and dim, I thought something was wrong with me pc. I waited a bit and then the scenes started changing.
I'm glad you made the transitions slow and not fast, because if it was too fast, it would have given me headaches; And, we would have missed seeing what the other aspects really were.

Thanks a lot for so detailed comment! Sorry it nearly gave you headaches, dear, but the feeling itself... Yes, you really got it. The original Gorgorod, that imagenary city, or polis, created by Oxxxymiron in his music album really causes nausea with its bright side. I've made the transitions slow to resemble the layers of the city being peeled off, don't know, how much of it really worked. It's a lot of editing, with other aspects.

You're welcome and thank you, also. I think it worked exceptionally well. It seemed to me that we started at the street, then did a close up of an apartment building, then it looked like an arial view of the city, then down into the subway tunnel.

Yes, the original idea of Gorogorod is craziness. A typical modern polis with a tyrant Major as a head of it. Crazy non-stop life for those who can.
