I think I remember reading somewhere that these "concept art" pieces weren't done by anyone at Disney, but by a French fan artist making up his/her own character designs using the full hairstyle.

It's just something that I read online, I've got no solid proof to back it up.
But since I own the art of PATF book and none of the full-haired Tiana pictures are anywhere in it, that Internet claim doesn't sound too far-fetched.
